Board Of Directors

The five-member Board of Directors includes three directors who must reside in the designated geographic districts, and two who are elected "at-large"and may reside anywhere in the district. Once elected, directors serve the entire district.

The school board holds open, public meetings on the fourth Monday of each month. Please note: Due to the current Statewide Stay-at-Home Order, and in compliance with the Open Public Meetings act, this month's School Board meeting will be held virtually. Please see the agenda for the link to stream the meeting and contact Arianna Bumgarner at abumgarner@coupeville.k12.wa.us for information on how to make public comment or to participate in the budget hearing.

* Challenge students to reach beyond grade level expectations toward higher levels of performance.
* Support a "culture of reflection" to drive successful continuous improvement.
* Strengthen communication with families and community.

Kathleen Anderson

Kathleen Anderson returned to board service in January 2004. She was appointed to fill a vacancy in director district 3, and was elected to four-year terms in 2005, 2009, and 2013 and 2017. Kathleen brings 16 years of Coupeville School Board experience and 14 years of State Board of Education experience to the current board. Her two children graduated from Coupeville High School. Her term expires 2021.

Glenda Merwine

Glenda Merwine was appointed to the board in January 2013, replacing Carol Bishop following her resignation. She was elected in November of 2013 to finish out the term, and then re-elected in 2015. Mrs. Merwine was the Coupeville Elementary School principal for five years and served as the district’s Director of Student Learning for two years. She currently supervises student teachers for Seattle Pacific University and the University of Phoenix. Glenda is also a leadership coach for the Association of Washington School Principals; her term expires 2023.

Venessa Matros

Venessa Matros was elected in November 2013 and is serving her first term on the board. She has been a resident of Central Whidbey for 27 years and is a Coupeville School Alumna. Venessa is a Family Self Sufficiency Coordinator with the Housing Authority of Island County. She has two daughters, one of whom currently attends Coupeville High School. She is the state legislative representative for Coupeville and her term expires in 2021.

Sherry Phay

Raised in the Pacific Northwest, Sherry Phay has been a Whidbey Island resident for over 8 years after her family built their forever home in Greenbank.  With two daughters in the Coupeville School District, Sherry is a stay at home mom and Registered Nurse working at both Whidbey Health and Seattle Cancer Care Alliance as a Sexual Assault Nurse Examiner and Bone Marrow/Stem Cell Transplant nurse respectively.  In her free time, Sherry, volunteers in her community, is a competitive Powerlifter, and prioritizes time with her husband, Jon, and their daughters Sofia and Brenna and their rescue dogs Jake and Jasper.

Christine Sears was appointed to director district 1 in April 2014, replacing Don Sherman. She was re-elected in 2015. She is a retired school counselor and retired from Coupeville Middle & High School at the end of the 2010-2011 school year. She is an active volunteer in the central Whidbey community.  Her term expires in 2023.
