Use of School Facilities- Policy 4260
District facilities and equipment are reserved primarily for the education of students in the academic or co-curricular and extracurricular school programs.
The public is encouraged to use school facilities but may be expected to pay rental fees and/or reimburse the district for custodial or other services to ensure that funds intended for education are not used for other purposes. The Board delegates to the superintendent development and oversight of procedures for use of school facilities, but retains the responsibility to review the facility rental rate schedule annually. For rental rate purposes, the Board designates three user groups for the district’s rental rate schedule:
Group 1 includes school and nonprofit child-related groups and government agencies – organizations whose main purpose is to promote the education and welfare of children or to provide members of the community with access to government programs or opportunities for civic participation. When the district incurs extra utility, cleaning, or supervision costs, fees established by the superintendent will be charged to recoup those costs.
Group 2 includes nonprofit adult groups and organizations operating under a federal nonprofit designation. The district will charge a “break even” rental fee for facility use. The fee may be modified by the superintendent when the group or organization is raising funds for charitable purposes.
Group 3 includes profit-making organizations and business-related enterprises. Facilities may be rented for non-regular, intermittent use at rates established by the superintendent.
Those using school facilities must maintain insurance for accident and liability covering persons using the district’s facilities under the sponsorship of the organization. Youth organizations engaged in sports activities and using school facilities must provide a statement of compliance with the policies for the management of concussion and head injury, as required by state law. Authorization for use of school facilities does not indicate endorsement or approval of the activity/event, group, or organization.
Community-based athletic programs that use district facilities must meet the district’s nondiscrimination standard in the operation, conduct or administration of their programs:
Coupeville School District does not discriminate in any programs or activities on the basis of sex, race, creed, religion, color, national origin, age, veteran or military status, sexual orientation, gender expression or identity, disability, or the use of a trained dog guide or service animal and provides equal access to the Boy Scouts and other designated youth groups. The board designates the superintendent to serve as the district’s coordinator regarding: Title IX; Section 504/ADA; Civil Rights Compliance; And to handle questions and investigate any complaints communicated to the district of alleged discrimination. The district reserves the right to refuse use of school facilities by non-community groups, or repeated use by groups or individuals who did not abide by district regulations during previous use.
